Have Clawbacks gone away for good?
The short answer is no. Many Local Authorities already have procedures in place to reclaim unspent budgets and redistribute them on a local basis. Surrey does not have such a mechanism in place at present but it is possible they will be required to do so in the not too distant future. We will keep you informed of any new moves in this direction.
Are Governors fully involved with Confederations?
Some schools in Confederations have involved governors from the outset; others have virtually excluded them. As we understand it, the LA is anxious to agree gudelines for Confederations and how they will be run and administered. Nick Wilson's latest bulletin states:
"On 4 October I sent out to all headteachers and governors a letter setting a new “direction of travel” for confederations, outlining our vision, planning and reporting requirements.The letter set out the support to confederations through Andy Thompson, as team leader for the VT Four S Extended Services, and Melanie Harris, Local Education Officer South East. The expectation is that confederation action plans will be complete by 31 December 2007."
It would appear, however that not all Heads and Chairs of Governors have received this letter. The SGA is investigating further.
